Replacing roofing felt from inside loft.

The holes in the felt won t lead directly outside only to the gap between the felt and the tiles which won t cause air to flow into the building.
As a temporary fix i have been thinking about purchasing some breathable roof membrane and slip this over the existing felt and then get some membrane tape and tape this in until i have the funds to get.
Where wind driven rain is working under the roof and causing leaks then the felt will need to be replaced.
